 NATIONAL PORTAL – e Governance

Abstract
Creation of National Portal – UID Unique Identification to be the basis of creating a National Portal (https://www.indiaone.in)
UID – Unique Identification – Unique means
1.  Existing as the only one or as sole example.

2.  Having no like or equal, unparalleled

3.  Limited in occurrence to give class, situation

4.  Limit to a single outcome or result without any alternative possibilities

5.  Can’t be duplicate.

Today’s problem (Pain Area/s)
Issuing a UID to all – Single Authority (Portal) maintaining UID for all types.
1.   Individuals – Natural Born Indians

2.   NRI’s / PIO

3.   Foreigners  – Tourist / Business Visitor / Student / Work Permit/ Sports Person / Others

4.   Companies/Firms/Business Establishment – Indian/foreign

5.   Trust/NGO/Society.



INDIVIDUALS - Existing Identification & Address Confirmation / Age Proof
1.   Birth Certificate (Age Proof)
2.   High School Board Certificate (Age Proof)
3.   Passport (Identification & Address Proof)
4.   Driving License (Identification & Address Proof)
5.   Ration Card (Identification & Address Proof)
6.   Telephone Bill (MTNL/.BSNL) – Address Proof
7.   Electricity Bill – Address Proof
8.   Water Bill – Address Proof
9.   Voter I Card – (Identification & Address Proof)
10.Nationalized Bank Account Statement/Passbook – (Identification &Address Proof)
11.PAN Card – Identification only

* Identifications stated above are used at present for KYC Norms – identification, address confirmation and age proof.

* For Foreigners/NRI’s/PIO – Passport / India Visa / PIO Card are Primary means for Identification, Foreign Driving License, Nationality/Citizenship/Social Security Number are other way to identify the people under this category.

* Government Agencies are issuing the identifications mentioned  above and apart from these several other identifications are issued bySchool/Colleges/universities/Resident.WelfareAssociations/Trade Bodies/Rent Receipts etc.

* But none of these are UNIQUE – (Unique as defined above) as all these identifications are issued by various departments & authorities on the basis of each other.

As an Example
1.   An Individual born in Patna (Bihar) has Bihar domicile can have name in Ration Card issued to his parents. Can have Voter I Card / DL/ Passport/ BSNL Phone/ any sort of identification or services from authorities / departments/service provider in Bihar.

This person for sake of job or business if comes to Delhi and stays here for 2-3 years can get any Identification or service from department / authorities / service providers in Delhi

Thus can have 2 DL / Passport/ Voter I Card / Pan Card -

2.   Even the employees of Sate/Central Government have two passports – One is Blue Normal other are White or Red – Official/Diplomatic. (Same time person is having Blue Passport and Whit/Red Passport)

3.   Identifications mentioned or issued so far do not correlate with each other.



Without Unique ID –
1.   Each authority/department/Service Provider have to make a customer profile by keeping the copies of all the identification for verification of names , address , even though at the time of renewal that identification doesn’t hold good (Example Passport & Driving License)

2.   Unnecessary and Time Consuming working for Authority / Departments / Service Provider – causing trouble / harassment /delays to consumers/applicants.

3.   Threat to Security – Threat to Internal & External Security.

4.   Illegal Immigration – from Bangladesh & Pakistan

5.   Give rise to corrupt practices

6.   Crimes like money laundering, tax evasions, drugs and narcotics, cheatings etc.

7.   Misuse of Power & Authority by Government Officials

8.   Misuse of Government Assistance – PDS/NAREGA/Housing/Education.

9.   Incorrect Census – and classification of population.

10.                Piling of Criminal/Civil cases in courts.

11.                Duplication of Id’s




THE PRESENT SYSTEM OF IDENTIFICATION, VERIFICATION IS AS IF WE ARE MOVING IN A TRAIN WITH LUGGAGE ON OUR HEADS.

Why we need UID –

1     Correct Census & classification of population – Males/Females, Age Group, Living/Dead, Resident/Non Resident/PIO, Financial Status (Below Poverty Line, SC/ST Other Backward Class, Educated/Uneducated, Rural/Urban.

2     Simplified & Easier working & Communication between Consumer/Applicant and Department/authorities / Service Providers.

3     Correct identifications will reduce the Internal & External Security Threats.

4     Restrict the Illegal Immigration from PakistanBangladesh and other countries.

5     Restrict Crimes, Tax Evasions and Illegal activities of all sorts.

6     Government Assistance/Aids/Grants – Will reach to the target population and optimum utilization of national resources giving a budgeted or targeted results.

7     Restrict the misuse of powers and Authorities by Government Official and will check the corrupt practices.

8     Speedy disposal of civil/criminal cases and resolving the issues relating to land & Property Ownerships


Proposed Solution for Creation Of UID –
From Above it is clear that UID is required to be issued which should be unique, multipurpose and sole basis for issuing identifications like Passport, DL, Voter I Card, Ration Card, Bank Account, Insurance Policies, Telephone Mobile Connections, Electricity, Water Connections, LPG Connections, Sale/Purchase of Land & Property, Buy/Sell of Vehicles Commercial/Domestic, Demat & Share Trading Accounts/
UID – Combination of Alpha & Numeric (Unique and Meaningful)
Example –
Name – Manish Jain
DOB – 08/04/1971    Time – 05:10
Place of Birth – Kamla Nagar, Delhi – 110007
Father-  Shri Jinendra Prakash Jain   Mother – Luxmi Jain
Sex – Male 
Born – Single (not twins or triplet)

UID for Above Data can be

MJ-JPLJ-M-1/1---08041971-110007-XXXXX
MJ – Initials of Manish Jain
JPLJ – Initials of Parents
M – Sex Male
1/1 – Born Single (not twins/triplets)
110007 – Pin Code of Kamla Nagar in Delhi
XXXXX- Birth Registration Number

Such combinations of alpha and numeric are unique & meaningful, even twins born to same parents, same place, and same time can be distinguished.

Solution Flow–

* Flow of Information from UID portal to departments/authorities/service providers on request for a small fee (Log to be maintained)

* From Authorities/Departments/Service Providers to UID portal of ID/registration or service provided (Log to be maintained)

* Limited Access of Departments/Authorities – Area of Concern

* Service Providers – Basic Info (KYC and other details on request with the purpose of verification)

* By Court Order/Request from a Competent Authority (not less than rank of ACP) for specific purpose and case /National Interest (Security Threat or Offence) – Information can be revealed by UID Portal (safe guard should be taken and powers should be define precisely to avoid misuse & harassment )



Benefits

UID – A Combo Pack

1.  UID Number and Card

2.   Permanent Email Address on National Portal (Enabled/Disabled – as per the case or applicant should provide a valid email address which he/she may not close unless he/she provides with new one to UID Portal)

Example – UID@indiaone.in – (for residents national)

3.   Mobile Phone number – Permanent Mobile Number based on UID (Enabled or Disabled) Life time with Incoming free anywhere in India without any minimum charges.(alternate numbers can be provided by holder which he/she may not close without taking the new one and updating to UID Portal)

4.   Health Insurance – Basic Health Services should be provided to all UID holders so that no one should die without health care. (State owned or willing insurers)

5.   Life Insurance – Life is the most precious gift of nature and all life are valuable so UID should come with a life  insurance cover with minimum of Ra. 50000/- (LIC & willing insurers)

6.   Bank Account – Permanent Bank Account with SBI or other nationalized banks which cannot be closed unless new one is updated on UID portal. All Receipts/Payments to Government should be done form this bank account.


Mobile/Email for Minors & Dependents can remain disabled and email/mobile of parents/guardians can be used. Those who cannot access email/phones should get the printed form of communications through their post office.


For Issuing and maintaining UID –  UID portal can charge Rs. 100/- per year per ID
Taking our Population as 125 Cr – UID Portal can generate
Rs. 12500 CR annually –
Plus – Will increase with new born.



Technology Considerations –

1.  CARD –
* Plastic Card
* Plastic Card with Magnetic strip
* Plastic Card with Smart Card
* Plastic Card with Biometric Features
* Plastic Card with RFI (Radio Frequency Identification)
* Plastic Card with GPS (Global Positioning System)
Or some sort of Card which can have maximum features.
2.  National Portal – (https://www.indiaone.gov.in)
All Departments/Authorities/Ministries/Agencies of State & Central Government are connected to this Portal.(Revenue , Law Enforcing and other Authorities)

3.  Service Providers
Telephone/Electricity/Water/Bank/insurance/Airpines/Railways/Other Financial Services like Share, commodity trading mutual funds etc are connected to National Portal.

4.   Technology like VISA-NET – where banks and vendors are connected to VISANET and takes approval from VISANET.

5.  UID one issued can be updated as and when the updating takes place at any authority.
(Example -  If person applies for fresh passport / renewal of old passport – Passport Authority of India can seek the confirmation from UID about the correctness of particulars, confirmation of address and contact details. Once the confirmation is received from the UID authority new passport can be issued and National Portal should be updated by Passport Authority.


6.  Departments/Authorities can update or register their adverse remarks if any against a person (individual/NRI/PIO/Foreigner/Trust/Company/Firm/NGO) with the approval of competent authority so that other departments/authorities/financial service provider can be cautious while dealing with them.


Application Details
UID Application – UID application form should be available online, every post office, every police station Kendriya Vidyalay, Resident welfare Associations, Branches of SBI and Panchayat Office. ROC,Indian Consultates , Embassies and High Commisiions.

* EX Post Man and Village Post Office, Panchayats, Village Police Station,, can vouch for the people who do not have any ID’s to establish the identity.
* Verification should be done at least by two of - Post Office, Panchayat and Local Police Authority.
* UID authority can make sure that, related people to UID seeker should have or should get the UID, will prompt the people to get UID and UIDAI to issue UID to every person. (will be self moving and enable the issuance of UID to all)
* UID number should be incorporated in existing ID/new issued (Passport, Driving License, Voter I Card, PAN, VAT/Service Tax/Excise/Custom Registration, IEC Code/Bank Accounts/Insurance/Mutual Funds, Demat Accounts, Land Records, Tenancy/Asset Ownerships etc.
